G Governance.
Governance is the seventh BEARINGS letter — the only letter with two worksheets. WS08 Accountability answers who does the work (RACI: Responsible, Accountable, Consulted, Informed); WS09 Decision Hierarchy answers who decides (forums, SLA, escalation).
Purpose
Programs fail the "who decides?" test more often than they fail the "what's the plan?" test. Governance forces both questions to be answered up front, on paper, with named owners. When Gate C comes and a last-minute issue surfaces, the decision path is pre-established — not improvised.

Where it fits
Governance sits in Assess post-Gate A. It depends on Engagement (stakeholders become RACI entries) and Navigation (strategy slices need owners and decision rights). It flows into the FD and into the PAT Log, where alignments are typed by the decision forum that made them.
